Set cmdrate to 30 as there are servers which won't allow You to play until you have set the cmdrate to 30. Very True, You can type this in your Console- cl_interp 0 cl_interp_ratio 1 cl_cmdrate 10. I'm pretty sure if you ask around in their servers or even websites they will be able to help you out better than I.
There's more commands you can mess with, but because you live in Asia I highly doubt any of these settings will make a difference in other servers not located in Asia.
